CARES Act Grant Reporting

APPLICATION & AGREEMENT

On April 21, 2020 Eastern Oregon University (“EOU”) signed and returned to the Department of Education, the required Certification and Agreement to receive $1,215,853 through the initial Federal Coronavirus Aid, Relieve and Economic Security (CARES) Act, enacted in March 2020 by the U.S. Congress. As required under Section 18004(a)(1), $579,164 of these funds were reserved to provide emergency financial aid grants to students impacted by a disruption in campus operations due to the coronavirus.

The Higher Education Emergency Relief Fund II (HEERF II) is authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Public Law 116-260, signed into law on December 27, 2020. In January 2021, EOU received an additional $2,787,527 from the Department of Education, of which $579,164 was reserved for emergency financial aid grants to ensure learning continues for students during the COVID-19 pandemic.

The Higher Education Emergency Relief Fund III (HEERF III) is authorized by the American Rescue Plan Act (ARP), Public Law 117-2, signed into law on March 11, 2021. In May and July 2021, EOU received an additional $4,622,759 from the Department of Education, of which $2,463,392 is funding for emergency financial aid grants to serve students and ensure learning continues during the COVID-19 pandemic.

To date, EOU has received a total of $8,626,139 from the Department of Education, of which $3,621,720 is for emergency financial aid grants to students under the Coronavirus Aid, Relief, and Economic Security (CARES) Act, Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA) and American Rescue Plan Act, 2021 (ARP) programs.

METHODS FOR DISTRIBUTION AND ELIGIBILITY:

Emergency ARP Act Grant Grant Eligibility

ARP funds are awarded to eligible undergraduate and graduate students attending on-campus, on-site and online (distance education), who demonstrated expenses or income loss that qualify for CARES funding. These costs may include any component of the student’s cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, healthcare, mental health care, technology (such as wifi, chromebooks, laptops, etc), or childcare that occurred on or after March 11, 2021.

Emergency CRRSAA Act Grant Eligibility

CRRSAA funds are awarded to eligible undergraduate and graduate students attending on-campus and online (distance education), who had completed a FAFSA for the academic year and who demonstrated expenses that qualify for CARES funding. These costs may include any component of the student’s cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, healthcare, mental health care, technology (such as wifi, chromebooks, laptops, etc), or childcare that occurred on or after December 27, 2020.

These funds went to eligible undergraduate and graduate students attending on-campus, who had completed a FAFSA for the academic year and who demonstrated expenses that qualify for CARES funding. These costs may include any component of the student’s cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, healthcare, mental health care, technology (such as wifi, chromebooks, laptops, etc), or childcare.

Distribution & eRefunds

A standard questionnaire will be sent to any students who did not provide all necessary information on the application, after it is received by the University, and then CARES Act/CRRSAA awards are processed as quickly as possible. Students are notified via email (EOU email) once their application has been processed.  All CARES Act funds will be deposited directly to their student account, then disbursed based on the student’s disbursement selection on their personal student account (check or eRefund).
