State Authorization Regulations

Eastern Oregon University has been approved to participate in the National Council for State Authorization Reciprocity Agreements.

SARA States Authorization

Since January 2015, Eastern Oregon University has been a continuing participant institution in the National Council for State Authorization Reciprocity Agreements (NC-SARA) which has resulted in increased access to online learning at Eastern Oregon University.

Eastern Oregon University accepts online students from any SARA-approved state; updates are made as soon as defined states are accepted and can be verified by checking: http://www.nc-sara.org/.

Non-SARA States Authorization

Eastern Oregon University has been granted authorizations, exemptions, waivers, and/or is not otherwise required to seek authorization for these states (as defined by the U.S Department of Education):
– California

Eastern Oregon University is exempt from seeking authorization to offer online programs (and can therefore legally offer these programs) in California based on EOU’s status as a public, nonprofit institution, with accredited programs, and a lack of activity that would establish a physical presence as defined by California state law.

– Republic of Marshall Islands
Authorization Not Required (2020), Dr. Elizabeth Switaj, Vice President, College of the Marshall Islands

– Republic of Palau
Authorization (2020), President Patrick U. Tellei, EdD, Palaau Community College

Seeking Authorization

Eastern Oregon University is currently seeking authorization for the following states (as defined by the U.S. Department of Education):

– American Samoa
– Federated States of Micronesia
– Guam
– Northern Mariana Islands

Online Students in Non-SARA States

Eastern Oregon University is unable to offer online programs to online students in states that do not participate in SARA at this time or have not otherwise authorized EOU to offer online programs to students located in those states.

Internships

Please note that online students residing in certain states may be ineligible to apply for programs with required internship components and current online students who wish to participate in internships may face restrictions.  If you are a current student, check with your faculty advisor before arranging an internship for credit in another state.

Professional Licensure Disclosure

This information is provided in compliance with 34 CFR 668.43 and CFR 668.14(b)(32) and the requirements for participation in the National Council for State Authorization Reciprocity Agreement (NC-SARA). Students considering an academic program as a pathway to professional licensure or certification in any field should be aware that:

  1. State reciprocity for distance education has no effect on professional licensure or certification requirements; and
