Title IV refers to the Higher Education Act of 1965 which establishes general rules that apply to the student financial assistance programs. The US Dept of Education requires EOU to use your Federal Financial Aid to pay for current year institutional charges only, unless you have granted us permission to apply it to non-institutional charges as well. This authorization may be granted through your EOU Mountie Hub (Webster) account.
Your Title IV Federal Financial Aid will automatically pay your current year institutional charges (i.e. tuition, fees, room and board) and up to $200 of prior year institutional charges. Your Title IV Federal Financial Aid will not automatically pay “non-institutional” charges such as health insurance, library fines, parking fines, parking permits, etc. without your prior authorization. If you choose not to provide authorization to pay non-institutional charges with your federal financial aid, you could receive a refund check and still owe a balance on your student account for non-institutional charges.
Per Title IV Federal regulations, you can voluntarily authorize EOU to have your Title IV Financial Aid pay your current year non-institutional charges. You can also authorize your Title IV Financial Aid to be used to pay prior year non-institutional charges.
Where to Update in Mountie Hub (Webster): Log into Mountie Hub and choose either “Student Account” or “Financial Aid”. Chose the box that says “Title IV Authorization”. We recommend that you provide authorizations for both Current Year Non-Institutional Charges and Prior Year Non-Institutional Charges.
Title IV (Federal) financial aid includes: Direct Loan Programs, Federal Perkins Loans, Pell Grants, FSEOG-Federal Supplemental Educational Opportunity Grants, ACG- Academic Competitiveness Grants, National SMART – National Science and Mathematics Access to Retain Talent, TEACH – Teacher Education Assistance for College and Higher Education Grants, LEAP/SLEAP – Leveraging Educational Assistance Partnership and Special LEAP, and Federal Work Study.

Parking Permit: Charge + $ 75.00 = $1,659.00
Pell Grant: Payment – $2,500.00 = ($ 841.00)
Direct Loan-Sub: Payment –$1,000.00 = ($1,841.00)
Refund to Student = $1,916.00 Balance still = $ 75.00
Balance due $ 75.00
(Note: Even though a refund was issued for $1,916.00, this student would still owe $75.00 of non institutional charges)
